For decades, CICOA Aging & In-Home Solutions has been one of Indiana’s most recognized and respected organizations serving older adults, caregivers, and individuals with disabilities. Recently, however, the organization announced a difficult transition after the Indiana Family and Social Services Administration decided not to continue CICOA as a case management provider under upcoming state changes. Reports indicate the loss of this contract funding has resulted in layoffs affecting approximately 90 employees.
For many Hoosiers, this news is deeply emotional. CICOA has been part of the fabric of eldercare in Indiana for more than 50 years, helping seniors remain safe, independent, and connected to their communities.
But while the loss of case management services represents a significant shift, it is important to recognize that CICOA is far from disappearing. In fact, the organization still offers an impressive range of services and remains an incredibly valuable partner for seniors, caregivers, and eldercare professionals across Indiana.
CICOA Still Has So Much to Offer Indiana Seniors
Even during this transition, CICOA continues to play a vital role in supporting aging adults and caregivers throughout Central Indiana. Here are several reasons why CICOA remains an outstanding community partner.
1. Aging & Disability Resource Support
CICOA continues to help seniors and families navigate the often-confusing world of aging services, disability resources, Medicaid programs, transportation options, housing assistance, and caregiver support.
2. Meals & Nutrition Programs
Nutritious meals are essential for senior health and independence. CICOA has long supported meal delivery and nutrition services that help reduce food insecurity and social isolation among older adults.
3. Caregiver Support & Education
Family caregivers often carry enormous emotional and physical burdens. CICOA provides education, guidance, respite resources, and caregiver support programs that help families continue caring for loved ones safely at home.
4. The Flourish Care Management Program
One of CICOA’s most innovative and impactful offerings is the Flourish program. Flourish focuses on whole-person wellness and support for older adults, helping seniors improve quality of life, maintain independence, and address social determinants of health that often go overlooked in traditional healthcare settings.
Programs like Flourish demonstrate that CICOA’s mission extends far beyond traditional case management. The organization continues finding creative ways to help Indiana seniors not just survive — but truly flourish.
5. Options Counseling for Seniors
Many families suddenly find themselves needing to make decisions about long-term care, assisted living, Medicaid, or home care. CICOA helps seniors and caregivers understand available options and make informed choices.
6. Transportation Assistance
Transportation remains one of the biggest barriers for aging adults. CICOA continues helping seniors access transportation resources for medical appointments, grocery shopping, and community engagement.
7. Community Outreach & Wellness Programs
The organization remains deeply involved in community-based wellness initiatives, senior engagement programs, and educational events designed to help older adults stay active and independent.
8. Professional Collaboration with Healthcare Providers
Hospitals, home care agencies, rehabilitation providers, hospices, and skilled nursing facilities have long relied on CICOA as a trusted community partner. That collaboration remains valuable for coordinated senior care.
9. Housing & Home Modification Guidance
Safe housing is essential for aging in place. CICOA continues helping seniors identify housing resources and home modification opportunities that improve safety and independence.
10. Information & Referral Services
Many families simply do not know where to begin when a loved one needs help. CICOA remains a trusted source for referrals to reputable community services throughout Indiana.
11. Advocacy for Indiana’s Aging Population
Perhaps most importantly, CICOA continues serving as a strong advocate for seniors, caregivers, and individuals with disabilities at a time when aging services are rapidly evolving across Indiana.
A Difficult Transition for Indiana’s Aging Network
The broader Medicaid and home-care environment in Indiana is undergoing substantial change. Across the state, healthcare and aging-service organizations are adapting to new oversight initiatives, reimbursement models, and operational expectations. Within that context, organizations like CICOA are being forced to evolve quickly to continue serving vulnerable populations.
While transitions like this are painful — especially for affected employees and the families they served — the mission behind the organization remains incredibly important.
Looking Ahead
Indiana’s senior population continues to grow rapidly, and the need for compassionate, community-based support services has never been greater. Although CICOA’s role may be changing, its decades of experience, community trust, and commitment to older adults still make it one of Indiana’s most important aging-service organizations.
For seniors, caregivers, healthcare providers, and eldercare professionals, CICOA remains a meaningful resource and partner in care — and its work in supporting Hoosiers is far from over.
